Senior Vice President, Client Services
Doug Jensen has been with MuniServices since 1991. He presently serves as SVP of Client Services and is the company’s West Region leader which includes California, Oregon, Washington, and Nevada. He oversees 90 professionals with breadth and depth of knowledge and experience in local government focused on customer care. Mr. Jensen is an expert in tax policy, municipal finance, and economic development and consulting.
He is an associate member of numerous local government associations such as CSMFO and CMRTA. He earned a Bachelor of Science degree in business administration – accounting from California State University – Fresno.
Senior Vice President, Central Operations
Lisa Broussard is responsible for Client Services and Operations for MuniServices’ Central Region, which includes Texas, Oklahoma, Louisiana and Colorado. She works closely with our clients to identify opportunities to increase revenue. Ms. Broussard was previously president of Broussard Partners & Associates, a firm she founded, from 1995 to 2008. She is a Certified Tax Examiner, a licensed Texas CPA, and an associate member of local government associations throughout the country, including LATA, TML and GFOAT.
She holds a Bachelor of Business Administration degree in finance from the University of Houston.
Senior Vice President
Kennon Walthall is responsible for MuniServices’ Southeast Region, which includes Alabama, Florida, Georgia, Mississippi and Tennessee. He earned a Bachelor of Arts degree in history from Washington and Lee University in Lexington, Virginia.
Senior Vice President of Muni East and CTO
Patrick Scott joined MuniServices in 1994. He presently manages client services for MuniServices’ Eastern Region, which includes New York, Michigan, Pennsylvania, and District of Columbia. He also manages the technology group having responsibility for integrating all of MuniServices technologies to maximize revenue and deliver client satisfaction. He is a leader for shaping the local tax/business operations tax project to the client’s satisfaction. Mr. Scott previously served as Vice President of Information Technology for MBIA, Inc.
Vice President, Government Relations
Fran Mancia is responsible for monitoring, analyzing and leading lobbying efforts related to legislation, state mandates, and regulatory changes that affect client revenue streams. He is a member of the board of trustees of the California City Management Foundation, chairman of the associate member program of the California Contract Cities Association, and a member of the board of directors for the Alumni Association at the University of California, Santa Barbara. He previously served as a member of the League of California Cities Revenue Taxation Policy Committee and was the 2007 and 2008 president of the League Partner Program. He has been with MuniServices since 1995.
Mr. Mancia holds an MBA from the University of San Francisco and a Bachelor’s degree in Communications from the University of California, Santa Barbara.
